Assuming we re talking about a single multi cell lipo pack and not a single cell or series connected set of packs your lipo battery cells are wired in parallel internally.

The balancer only works to bring down the cell or cells that are charging a bit faster then the others.
Why do the packs have to be balanced in the first place.
My problem battery is a 1500mah 4s battery so i set it to 0 7 a.

Unless it s a single cell lipo in which case you do not need to worry about cell balance.
What seems to have happened is your charger did not cap or limit the charging of one cell in your pack.
Just over a year now and this battery still performs great.
5 mω cell 3.
Enter a low a value around half the battery capacity.
It is crucial that all cells in a lipo battery maintain the same voltage across all cells at all times.
Thats why i ask if you have access to another charger.
3ω 5ω 4ω 12 mω.
Not the balance leads.
This means the load draws from all cells simultaneously.
If the voltages across the cells deviate too much from each other 5mv 10mv the battery can become unstable and dangerous.
Update this worked perfect i have used this batt many times over now with zero issues.
Just to be sure.
Suppose we have a 3s 3 cell lipo battery and the measuring the cells independently yields these results.
For instance from the photo below the balance connector of the three cell battery pack has 4 wires.
A lipo pack is charged thru the main leads.
Be sure that you unplug the balance cord.
